The mandate of the Monguno panel was to “ensure that allocated resources are properly utilised in consonance with government’s objective of alleviating problems in the Niger Delta region, and stamping out corruption in the amnesty programme.” The ex-militants alleged that the money covered their monthly stipend of N65,000 from January 2011 to May 2019.
