U.S. House Speaker Mike Johnson floated a plan to fund the government that is unlikely to pass the Senate, increasing the odds of a shutdown in 11 days.

By Jeff Stein and Jacob Bogage, The Washington PostSpeaker of the House Mike Johnson, R-La., leaves the chamber after the House approved a nearly $14.5 billion military aid package for Israel, but without humanitarian assistance for Gaza, at the Capitol in Washington, Nov. 3, 2023.

Johnson said he is exploring funding parts of the government incrementally, an idea backed by numerous members of his caucus, but he hasn’t yet endorsed that strategy. Such an approach has already been panned by a top Senate Republican. The House last week approved a $14 billion aid package for Israel, along with two of the 12 bills necessary to fund the government. But the House’s Israel funding bill is a nonstarter in the Senate and White House because it included cuts to the Internal Revenue Service that Democrats staunchly oppose. The bills to fund different parts of the federal government, passed mostly by Republicans alone, also have no prospect of passing the Senate.

After meeting behind closed doors Tuesday morning, House GOP lawmakers acknowledged their party has not decided between multiple competing options to avert the looming shutdown.
