Documents show that Tiffany Mercer of Gap called police to report a disagreement with another resident. According to court documents, when troopers met with Mercer, her eyes were glassy and bloodshot, her breath smelled of alcohol, and she had a hard time maintaining her balance. She also admitted to troopers that she'd had two beers and a mixed drink that day, court documents show.
