The state House of Representatives and Senate returned to Harrisburg Tuesday to kick off the new session.
The state House of Representatives avoided another fight over its rules and speakership, returning a Democrat to the post Tuesday and kicking off the new session more smoothly than it did two years ago.
Tuesday’s proceedings in the House were unusual given that – while Democrats won 102 of the chamber’s 203 seats – theof Rep. Matt Gergely, D-Allegheny County, who was hospitalized last week with what House leadership said was a serious medical emergency. In the Republican-controlled Senate, Sen. Kim Ward, R-Westmoreland, was re-elected as the chamber’s President Pro Tempore.
The new House rules contain a number of concessions to Republicans. The minority party will get extra committee seats, and the new rules make it easier to release legislation bottled up by a committee chair. The new rules also forbid the majority from blocking multiple bill amendments in a single vote, unless debate has already stretched over two hours or gone past 10 p.m.
Bradford told PennLive that he has an understanding with GOP leadership that this standard will continue, even though it is no longer spelled out.
