California Gov. Gavin Newsom on Wednesday declared a state of emergency over an outbreak of bird flu in the state. The action follows detection of the disease, also known as Avian influenza, on dairy farms in southern California, his office wrote. Gov. Newsom said he made the declaration to “streamline and expedite” the state’s response to the virus.

“This proclamation is a targeted action to ensure government agencies have the resources and flexibility they need to respond quickly to this outbreak,” the governor said. “Building on California’s testing and monitoring system — the largest in the nation — we are committed to further protecting public health, supporting our agriculture industry, and ensuring that Californians have access to accurate, up-to-date information.” “While the risk to the public remains low, we will continue to take all necessary steps to prevent the spread of this virus,” he added. California said it is responding to the outbreak with the creation of “the largest testing and monitoring system in the nation.” The state said it has seen no person-to-person transmission of the disease. Any infected individuals had prior exposure to cattle, putting dairy and poultry farmers at elevated risk. Gov. Newsom’s declaration coincided with a CDC release acknowledging the “first severe case” of the disease in the U.S. That virus, discovered in a patient in Louisiana, is from the D1.1 genotype and is different than the B3.13 variant found in dairy cows. “This case does not change CDC's overall assessment of the immediate risk to the public's health from H5N1 bird flu, which remains low,” the CDC added. The CDC is urging Americans to avoid exposure to sick or dead animals. The agency also cautioned against consuming unpasteurized or raw milk, which it said can also pass the disease from infected animals
