announcement yesterday, the government announced it will drop the RM20 Public Service Vehicle licence fee for B40 individuals. This is to help those in this bracket, particularly youths, to generate income through taxi, bus and eHailing services.

Riding test fees for the B2 motorcycle licence have also been eliminated as part of this measure, said Minister of Finance Tengku Zafrul Aziz. Currently, Part I of the test costs RM17, while Part II—which includes the rental of the test motorcycle and the use of the driving institute’s circuit—is priced at RM20.

Gig workers such as delivery riders have received particular attention in this budget. The Skim TEKUN Mobilepreneur will be continued for another year at a cost of RM10 million, allowing riders to borrow up to RM10,000 to purchase or repair their motorcycles. However, it appears the scheme will now be restricted to youths, as it will have “Belia” added to the name.

Elsewhere, the government will continue to subsidise 80% of delivery riders’ Social Security Organisation payments as part of the Self-employed Social Security Scheme . It will also expand the scheme next year at the cost of RM150 million to include taxi drivers and IT gig workers. Additionally, SOCSO payments will now be mandatory for all self-employed individuals—a rule that will be implemented in stages starting with the public transport and food and parcel delivery sectors.
