Slope specialist and geotechnical engineer Dr Asbi says the landslide at Taman Bukit Permai was most likely caused by neglect in areas such as regular safety checks.

Danger signs: While some incidents are acts of nature, many events, including the recent landslide in Ampang could have been prevented, says Mohd Asbi. — GLENN GUAN/The Star

“Making it worse was the heavy rain pounding the ground and being absorbed over the past month,” says Mohd Asbi, who has been involved in technical investigations of various landslides in the past. “There’s a need for action now before another tragedy strikes. Prevention is better than cure. But, unfortunately, our Malaysian habit is always to do something only after an incident happens. From his experience, Mohd Asbi says most landslides have telltale signs before they occur, such as water puddling at the bottom of slopes, leaning trees on retaining walls, and tension cracks on the face of slopes.

“Local authorities should also perform regular checks and serve notices on landowners if their land is found to be a threat to safety,” he says. “Such maps should be updated every five years, with proper and regular enforcement so that we don’t lose any more lives to such disasters,” he says.1,045 slopes along federal roads in Peninsular Malaysia have been identified as high risk

This is similar to the practice in Hong Kong, which he says has a successful practice of ongoing maintenance and monitoring of slopes. Many Malaysian local authorities are beginning to tag trees in danger of falling or losing branches with QR codes for easier identification and tracking. “We have also previously proposed the need to for qualified persons to assess existing high slopes located within and or adjoining to existing development,” he adds.
