I think he’s saying what he’s been told to say by Downing St. The strategy here is to produce creative ambiguity in order to gain concessions from the E.U. in the upcoming trade negotiations.
He will probably say later that what he meant is that GB will not put a floating barrier in the Irish Sea with a couple of openings to let ships pass through after being checked and nets hanging down to stop anything getting under it.
