It is understood Mr Cowen was stopped at a checkpoint and breathalysed on his way home to Offaly from Dublin after the All-Ireland football final in 2016.
Independent.ie reported this evening that Mr Cowen subsequently received a €200 fine and was disqualified from driving for three months. Details of the offence emerged a week after the Fianna Fáil TD was named as the new Minister for Agriculture and the Marine by Taoiseach Micheál Martin.
