Sobanska stated that McCarthy’s refusal to participate in the HAP Scheme has had the effect of placing Enners “in a detrimental financial situation”. I am satisfied that it exacerbated the distress she suffered and the quantum of the compensation should reflect that. Enners told the WRC that McCarthy’s acceptance of the HAP scheme payment “would have reduced the impossible financial pressure she suffers”.
Enners asserted that, as she was unable to avail of the HAP Scheme, she had to meet the shortfall with loans.In support of Enners’s case at the WRC, an Irish neighbour of Enners gave evidence to state that she commenced renting from McCarthy in October 2016 and McCarthy completed the necessary HAP forms for her at the time and that she has been in receipt of HAP since.
I was totally screwed to the ground by a HAP and feel viciously angry what happened. Needed 2 sell... No rent for 8mths/ legals 5k/ apt destroyed 8k refurb- cost me 25k....never again & we wonder why no accom? RTB totally in favour of tenant imo.

I was screwed by a tenant on rent allowance. They became squatters after three months, Dept. of Social Protection were informed but couldn't legally stop their payment. Took nearly a year of hell to get them out and they left me with a 16K bill.
What a joke. Totally biased against the landlord. He has other tenants who are on HAP and from different countries etc.. Sounds like he was set up to me...

Veteran in this context seems to mean an experienced landlord. Nit a military veteran
