In a statement, GSOC said it is investigating the circumstances surrounding the collision and has appealed to any motorists who may have dash cam footage or who were in the Carlingford/Omeath area between midnight and 1am yesterday to contact them.
In particularly, the ombudsman is appealing for information on black Lexus with a Northern Ireland registration, which was in the area on Sunday evening and in the early hours of yesterday morning.
