Optimist would say 'More than half of criminals released from a prison in 2018 did not re-offend within one year'.

TV license avoiders? Don’t blame them.

Almost half got caught you mean. Wonder what the real number of reoffenders is

When was the last time a new prison was built? Our pop has increased by 35% since 2000, crimes have increased in line with our pop yet prison spaces remain the same. Are judges directed to hand out light/suspended sentences to career criminals- why isn't there uproar about this?

Almost all violent criminals never even get to prison. It's totally crazy the type of people we let walk around to destroy good people's lives in our society. Need criminal reform and adequate social programmes that help.

So, more than half didn’t re-offend within one year?

Almost half of the sentences in this tweet are a repeat of the sentence before it.
