The national defence minister was reluctant to use the Canadian military to respond to “Freedom Convoy” protests and saw the option as a last resort, a public inquiry heard.

On Wednesday, National Defence Minister Anita Anand testified at the Public Order Emergency Commission. She was one of three cabinet ministers to testify that day. Anand told the commission that the Canadian military is not trained to handle crowds and could have escalated tensions if deployed.
