A study that analyzed 31,845 tickets issued for public health violations by Quebec police during the first 15 months of the pandemic found there was a higher concentration of fines in some of Montreal's more diverse neighbourhoods.

Maybe those communities were not following the mandates?

That goes for speeding and parking tickets too. You could never imagine how far the racism goes. It exists in every, I mean every part of Quebec society. If it were a decease the WHO would be screaming for a vaccine.
