The relaxed release conditions belie the shocking tragedy of the cross\u002Dborder smuggling plot that resulted in the deaths of a family of four Indian nationals

“Your compliance with these conditions is absolutely mission critical to you remaining on release going forward. Understood, Mr. Shand?” asked Judge Hildy Bowbeer.Under the terms of his release, Shand must turn in his passport and any travel documents and remain in his home district of Florida unless he is in Minnesota for court. He was ordered to have no contact with witnesses or victims in the case, to undergo a mental health assessment and not to possess a gun or other weapon.

U.S. authorities allege Shand was driving the rented van in an area between the border station connecting Manitoba to Minnesota near Tolstoi, Man., and the station near Emerson, linking Manitoba to North Dakota, which are about 35 kilometres apart. Border agents think they were using an unstaffed gas plant in St. Vincent, Minn., as their meeting spot.Article content

Their identities have not been formally released and Postmedia has not independently verified the identities. Indian diplomats in Canada said the information could not be confirmed but expected more information this week.
