2nd to last paragraph says it all. The band at the center of the latest issue can't say who speaks for all the band members. Multiple that by 630 and who should Canada be negotiating with? I suspect many bands aren't interested in getting rid of the cash cow they are milking.

If by self sustaining you mean my tax dollars aren’t being given to natives and that they’ll get jobs, I’m all for it.
Makes one wonder the motivation of some FN leaders to hold their people back, could it be they are afraid they will no longer be able to manipulate them if they are financially self sufficient?
