when have they not wanted a handout ?

I thought the aide package was to help the fisheries by helping to clean up the raw sewer dumps on the St Sewer Seaway- sort of like some money to Alberta to cleanup dead wells- you know, helping the environment- not to spend at will

Lobster fisherman had the best couple of years in history . China sales were booming . Locals had to pay $ 9 a pound . A new truck for everyone . Do what everyone else does and save a few bucks for a down year . I never saw them give money back in good years or locals a break .
