On the face of it, that arrangement sounds fishy, despite claims by Metrolinx that there’s nothing improper about it and safeguards were in place to make sure the consultant, Brian Guest, was insulated from decisions about the private company that still employs and pays him, Ottawa-based Boxfish Infrastructure Group.

The office of Transportation Minister Caroline Mulroney says it will investigate the decision to award valuable contracts to Boxfish while Guest served in senior roles at the agency and other Boxfish employees worked in more junior positions. “We are extremely concerned about any perceived or potential conflict of interest,” says the minister’s spokesperson.be concerned.
