The review says there needs to be a massive scaling up of both higher and vocational education, better integration between the two sectors, curricula that is more specifically targeted to occupations and more flexible in its scope and delivery.“Significant changes are needed in Australia’s higher education to produce the skills, knowledge and intellectual ambition needed to meet the nation’s current and emerging social, economic and environmental challenges,” the report says.
The accord, which was chaired by Professor Mary O’Kane, a former NSW chief scientist and engineer, argues that many more people from underprivileged backgrounds need to go to university to reach those targets. As well, it wants additional funding attached to non-traditional students recognising the additional academic support they need. Universities would also be paid a bonus for getting students through to graduation.
Universities Australia chairman David Lloyd said the vision in the report had “the potential for a massively transformative investment, which would really require multi-generational, non-governmental commitment”.“It’s almost like an exercise in foresight in education policy.
