Premier's office provided a list of grants to approve, despite saying she's not responsible

Independent Commission Against Corruption Chief Commissioner, Peter Hall, SC, said "if the minister is not the appointed decision-maker, directing or urging a public servant to make a decision preferred by the minister" could be considered corrupt conduct.

A spokeswoman for the Premier said: "All expenditure under the Stronger Communities fund was authorised by the Chief Executive of the Office of Local Government, or the Minister for Local Government."In his submission, Mr Hall said section 8 of the ICAC Act states that a "breach of public trust by a public official is an example of conduct that could be corrupt".

The chair of the committee, Greens MP David Shoebridge, said former NSW auditor-general Tony Harris would be called to give evidence to the inquiry.Mr Harris has warned that the shredding of documents related to the council grants was likely to be unlawful.
