Non-compliance only part of the reason why stage three restrictions failed in Victoria, according to Deputy Chief Medical OfficerDeputy Chief Medical Officer Dr Nick Coatsworth says non-compliance with earlier measures is only part of the reason Victoria is now being forced to move into tougher stage four restrictions.

However, he said the reason stage three restrictions were not enough to contain the virus in Victoria is because the second wave of COVID-19 as a "very different outbreak" to the first wave.

Exactly. Mismanagement by Chairman Dan, his MP mates, Union mates and jobs for the boys have put the whole of Vic in Lockdown. There wouldn’t be issues in Age care if Andrews and his muppets had done a half decent job. Simple. Lockdown should mean 1 Cockdown. That being Andrews!
