NSW Ministers will be banned from taking a role in a public sector agency relevant to their former role for 18 months after leaving government following a review into John Barilaro’s appointment to a US trade post.
It has recommended the Department of Premier and Cabinet consider action against Investment NSW chief executive Amy Brown. He said the changes recommended in the report will emphasise that a minister cannot influence any departmental decisions. Respected executives and public servants on the selection panel, including Warwick Smith and public service boss Kathrina Lo, have criticised Investment NSW for withholding certain information from them regarding the selection process, and have both said theyTrade Minister Stuart Ayres also resigned from cabinet over his role in the hiring process and indications he had weighed in on Investment NSW’s decision to hand Mr Barilaro the role. He has denied all wrongdoing.
“It is even more problematic that the fact of it having occurred was not disclosed to the independent members of the panel by Ms Brown,” Mr Head wrote. “In respect of the second recruitment process, certain matters have not been managed fully in keeping with the requirements of the Code of Ethics and Conduct,” he added in reference to “a failure on the part of Ms Brown” to disclose to panel members certain factors including the involvement of then-trade minister Stuart Ayres in the process.
