If things go to plan, Victoria's harshest public health tools won't be needed again while the state is well protected against COVID-19 by vaccinations.

Professor McLaws noted public health measures required a "partnership with the community".

"That would help a lot, because we are a democracy and it would really help people to understand the sort of information that they're provided and then how they fully respond, or don't."Liberty Victoria's Greg Buchhorn said his organisation was sceptical about whether sufficient evidence on curfews had been presented to the community to justify the "extraordinary measure".

He said if another variant arrived and the government found itself contemplating the re-introduction of curfew, it would need to produce more evidence than it had on previous occasions. "Because when you're in the middle of a really deadly pandemic, you know, just saying 'you can never use that, that is not something you can ever use', I think that's dangerous," she said.

Around 13 months on, it is still pursuing that information through the Victorian Civil and Administrative Tribunal amid departmental delays on its release.Leader of the opposition in the state's upper house David Davis said after Victorians had suffered the highest deaths, cases and closures of any jurisdiction, the government needed to release public health briefings behind the imposition of the curfew.
