On social media on Saturday there was a photo posted of a notice on a 7/11 store requesting patrons remove their masks when they entered the building."It's a difficult balance, but it is a balance point, so that people are not using the public health steps to potentially obscure their identity while they might do something illegal," he said.

"So it's challenging, it's very challenging.
