The Commonwealth has the power to strike out laws made by the ACT and Northern Territory parliaments. It last did so in 2006, when the Howard government overturned the ACT's decision to recognise marriage-like civil unions between same-sex couples.
However, in his letter, Mr Ramsay argued there were provisions within Commonwealth law that allowed the ACT law to be applied without issue. "I trust that the time and resources of our federal police and courts will not be wasted pursuing individual cannabis users who are acting in accordance with ACT law," Mr Ramsay wrote.In a separate letter, Chief Minister Andrew Barr responded to federal Health Minister Greg Hunt, who had demanded to see what evidence the ACT used to justify its law., and sent a dossier of research and briefings on the risks of consuming marijuana.

The ACT legalising cannabis sets a dangerous president. Decriminalise its use, but using the term legal will encourage its use. Cannabis has the ability to ‘addle the brain’. Users driving, their impairment will be a danger to other road users.
