Most importantly, Ms Horne said, the manager will be able to direct the board and have the power of veto over board decisions. Crown royal commissioner Ray Finkelstein’s final report explains why he thinks the casino should keep its licence despite the “disgraceful” conduct he has uncovered.“On one side, there was the overriding need to maintain the integrity of the licensing system. That requires the cancellation of a casino licence held by an unsuitable person,” he says in his final report, released this morning.

However, Commissioner Ray Finkelstein’s final report, released publicly this morning, does not recommend that Crown be stripped of its casino licence, and instead says a “special manager” should be appointed to oversee an extensive reform process underway at the group.“The Commission discovered that for many years Crown Melbourne had engaged in conduct that is, in a word, disgraceful,” Commissioner Finkelstein’s report says.
